The education as policy of fight against corruption: the example of the course “Citizen Control”, of the State of Ceará

The Constitution of the Federative Republic of Brazil, also known as “Constitution of 1988”, and the laws of publictransparency, allow citizensto be enforcement agents of the actions of the Public Power. The aim of this paper is to propose, from the experience of the course “Citizen Control”, performed in the State of Ceará, a national policy of qualification of the citizens. Our Thesis is that it would make citizens “agents of extern control” of the activities of the three Powers, decreasing the distance between the State and the society and preventing the practice of corruption in the public sphere.
