The human right to communication in Brazil

This article presents a new way of conceiving communication. This new conception of communication escapes the simple freedom of speaking or access to information; it is time to propose communication as a human right, that is, to safeguard the right of everyone to participate in the communication process, to ensure materially that everyone hears the voices of minorities. It presents the moment of communication in the history of human rights, and the current moment is to democratize communication for communication to democratize democracy.
